Online training for Randwick City’s Councillors
Randwick City Council is pioneering the way new and prospective Councillors gain skills in the functions and processes of Local Government with the development of a new online training program. New South Wales Minister for Local Government, Paul Lynch, launched the new e-learning program in September. The Minister praised Randwick’s innovation and commitment to Councillor training.
As a former Councillor himself, Paul Lynch said that the role of a Councillor is demanding and that ratepayers will benefit from better trained Councillors.
“The community expects Councillors to fully understand their role and to carry it out to the highest standard,” Paul Lynch said. “Therefore, it is vital that Local Government supports all their Councillors by giving them access to high quality training resources.”
Randwick Mayor, Councillor Paul Tracey, said Council developed the online training program in partnership with online training provider, Learning Seat. It is believed to be the first of its kind in Australia.
“The program includes vital training on Council’s budget and financial management processes; how to read financial statements and plans; and Council’s planning controls,” he said. “The new e-learning tool also covers legislation relevant to Local Government, Council’s operations and the Code of Conduct.
“Councillors come from all walks of life and vocational backgrounds and it is important they have a thorough understanding of the inner workings of Local Government.
“Over the last 20 years there has been extensive change in Local Government, planning legislation and in community expectations. The decisions that Councillors make can have a significant impact on the lives of residents.
“This innovative online learning strategy will help ensure the community is represented by people who are more confident and competent in performing their duties as Councillors.” The program also provides a more cost effective and efficient way for aspiring and existing Councillors to learn about Local Government, rather than previous face to face induction sessions.
It also allows Councillors the flexibility to access the program from the comfort of their homes and at their own pace.
All new Councillors elected to Randwick City Council will be required to successfully complete the training program.
