The City of Moonee Valley found performance reporting to be an arduous affair, until a user friendly information system, developed inhouse, was introduced.
“The Performance Reporting System is an outstanding achievement,” said Peter Gaffney, Manager Program Management. “The whole organisation contributed enormously in the development of a computerised system to improve the monitoring and reporting of Council’s Financial and Non Financial Plans, and therefore improve Council services.”
The system is designed to measure and evaluate performance, with an option of selecting one of six performance indicators designed to track progress over time.
This system is innovative as it was developed inhouse by officers who are not professional programmers.
Information is merged into both a summarised and detailed reporting format. It includes a complex range of Council related business, such as financial management, capital expenditure and progress and performance of key actions or targets set. All financial and non financial information, and indicator trends over time, can be viewed in the one report.
“The time taken to perform tasks associated with performance monitoring and reporting has been reduced drastically,” Peter Gaffney said. “The old system duplicated information, lacked effective outcomes and required an estimated 50 hours of effort from over 30 staff each month. With the new System, this has now become a 10 minute process.”
Integrating the Council Plan and Budget preparation has further enhanced the Performance Reporting System.
The system has improved the communication of complex information between officers involved in providing services and the communication of this information to the community through the reports given to Councillors.
